The world is increasingly volatile and dangerous. We must quickly scale up to defend our sovereignty, meet our international commitments, and support the brave men and women who serve in uniform.
If I become Prime Minister, Canada will reach NATO’s 2% target by 2027.
Here is how Canada will achieve it:
Grow the Canadian Armed Forces to a total of 125,000 members.

50% higher wages for regular force members;

Better medical and dental care, housing, schools, and child care;

Faster recruitment strategies;
-
Faster service delivery for veterans and support for the transition to civilian life; and,
-
An end to veteran homelessness.
Equip the CAF with cutting-edge capabilities and build Made-in-Canada defence supply chains.

A Buy Canadian, wherever possible, military procurement strategy and increase in defence exports to NATO allies;

A new Canadian Defence Industrial Agency to invest in cutting edge technologies like AI and quantum computing, and critical supply chains like rare earth minerals;

New infrastructure in the North to support both the CAF and Northern communities;

New submarines, drones, short and long range missile defence, and heavy lift aircraft; and,
-
A scaled up Communication Security Establishment.
Cut red tape to accelerate and streamline procurement.

Exempt defence procurement from Canadian International Trade Tribunal oversight;

Use the Urgent Operational Requirement exemption on all defence procurement until Canada reaches NATO’s 2% target; and,
-
Implement Canada’s first Defence Industrial Strategy to bring Canadian industry and the Canadian Armed Forces together.
I have a plan to modernize the Canadian Armed Forces for the twenty-first century. The world has changed. We need defence spending now – not in the next decade. Under my leadership, we will secure Canada’s sovereignty, treat Canadians in uniform and those who have served with respect, and build Made-in-Canada defence supply chains.
