Strengthen accountability with permanent biennial conventions, with both in person and online participation, featuring robust policy debates, open-mic town halls, and accountability sessions with the Leader and Cabinet.

Make the Leader accountable to Caucus and the membership. The decision for the Leader to remain in their post is not theirs alone. After the 2025 leadership race, Chrystia will immediately invite the Liberal Caucus and the Liberal membership to develop and institute a new process for leadership reviews. This could include automatic leadership reviews at biennial conventions, or an ability for Caucus to trigger a vote by the national membership. Chrystia intends for a new process—not decided by the Leader—to be put in place as soon as possible following the 2025 federal election.

Initiate a Party-wide review of the membership and structure to build a strong, committed, powerful Liberal Party and to ensure that our 343 riding associations, the Young Liberals, and our commissions have a real voice.

Restore empowered provincial and territorial executives to ensure strong regional representation in the Party.

Restore a full-time paid national director of the Young Liberals of Canada to be appointed by the Young Liberals of Canada national executive.

Establish a new Policy Commission and policy process that is transparent, democratic, and where grassroots members have a voice in providing recommendations directly to the Leader and the Caucus.

As Chrystia travels the country to hear directly from Liberals about their ideas, these six proposals are just the beginning of a plan to renew the Party and empower the grassroots.
